I would like Penny to return to SuperTuxKart, because: she is a very important character in SuperTux, no character has returned from old versions and it would be perfect to give more variety of SuperTux characters in SuperTuxKart in addition to Nolok Idea

Yeah, the addon exists, but it would be still great to bring penny to STK as a standard kart, since it's one of the most important characters in SUperTux History (for example in  the jump and run game), although it's very similar to Tux.
