The character icons have inconsistencies.

Why does SuperTuxKart have inconsistencies in icon styles? Specifically, why do some icons have one eye style, like Tux, while others have different eyes, like Hexley?

Answering the why is pretty easy. A lot of STK assets were done by different people, often years apart, and there usually hasn't been a strong artistic direction to enforce a consistent style. This is true for icons, but it's also true of many other elements.

Consistent design choices improve the game, but you need people willing to do create the corresponding assets.

Sure, you can give it a shot. Think of doing it in.svg and of making the source file available, this would make it easier to update it later if needed.

You should probably give a read to the Kiki icon redesign thread.
