The entire point of high deviation is so that people lose or gain points quickly, so that the provisional starting rating doesn't matter too much and rating convergence doesn't take too long. Perform well, gain points. Perform poorly, lose points. Because the displayed score is the base rating minus 3 times the rating deviation (plus the min deviation), much of the loss that happens to the base rating is hidden by the reduction in deviation. This limits frustration for new players.
The ranking systems has many issues, such as a number of arbitrary parameters, but I don't think that's one of them.
