Well, I haven't had need to really use scripting, so I'm not familiar with what is exposed or not in the API. I'd say check carefully if it's there somewhere, and if it's not we can look if the use case warrants extending the API.
That being said, there is the kart's rotation but there is also its velocity. The kart's movement is directional, if you rotate the kart you won't change the direction it moves, so whatever you may want to do may be more involved than the concept appears at first glance.
