I'm currently working on an update for the “Scary Trees” track and I've created a new model. I have two issues with this library model.
1. I modeled the object in Blender v2.78c because I also created this track using that version of Blender. As you can see in the images, the first image shows the library model. It’s called “stklib_tower_a,” and in the second image—where it’s in the track’s .blend file—the object looks about 100 times larger. In the third image, you can see it on the track, and there it’s back to normal; however, after creating the library model, it was rotated 90° on the Y-axis. Is there any way to fix this problem?
2. My library model is saved in the track folder where all the .spm files, .xml files, etc., are located. The .blend file is also in there. When I upload the
add-on, is there anything else I need to keep in mind.

1. The scale difference is most likely due to non applied transforms.
You should always make sure that your library node has applied rotation, scale and location. You can do that by pressing crtl + a
You'll have to re-export it afterwards of course.

2. You should create a folder called library inside your track folder and inside that library folder you should have a folder named like your library node (in this case "stklib_tower_a").
Your main object also has to be named correctly, (put "_main" at the end the rest should be the name of your library node export folder) as well as the folder that contains your library blend, it should be the same as your export folder.

Bug 
Okay. I already have the Library Node in the track folder. Now I'm facing the next problem. There are no objects on the track that are designated as Easter eggs in Easter Egg Hunt mode, yet they still exist on the track. The easter_eggs.xml file isn't even in the track folder.

They are probably not donfigured correctly in the .blend

Can you show a screenshot of how their object properties look like?

I've already fixed the egg hunt issue, so I can't show any pictures right now, but what I can say is that there was an egg in the lake. When I added new eggs, the old ones disappeared. It was some kind of bug. By the way, the update is already done, and I just uploaded it. If you have any feedback, please feel free to let me know.
