However, it would also be unreasonable to expect minimum requirements to never move. At some point, improving the game's quality will also mean that some weak iGPU from the early 2010s can't run it at acceptable framerates.
Here I have a i5-4310M CPU and 16GB RAM. That should work with the lowest graphics settings.
